The guy is a fucking slob. The very first, as I recall, virus press briefing, after he and Dr. vocal fry scarf lady and some others had assembled on the dais, but before the Presidents arrival, I was focusing on him and he raised his left arm and wiped his fucking nose on the sleeve of his suit jacket. If he acts in such a manner in public, what the hell can you imagine he does when he isn't?

Look at other similar shoes and you will see that those are design features. The toe and heel have reinforced pads that also provide grip because the actual sole of the shoe is probably leather and very slick.

Just my thoughts from owning many pairs of dress shoes over the years.

The seam across the top is a design feature for looks and also the flexion of the forefoot.

Someone on twitter suggested a listening device had been implanted in the sole. (Taken out before the picture?)

Maybe they do pat downs before they go into these high level meetings and are not allowed to bring in devices, maybe that is how a device could be brought into a meeting.

It looks like he bought really expensive shoes, wore out the toe area of the sole, and then had toe taps put on to try and minimize the destruction that already happened. So really he wastes his money because he doesn’t care for what he has.
