I would hope that there's a way for those who exceed BMI's "healthy" range due to muscle and not fat to slide by with evidence of a doctor's opinion. But then that would open the door for shady "HAES-friendly" "doctors" to poke extra-large holes in the kiwis' firewall.
There's every chance they'll only look at BMI if it looks like they need to. So it could be that they wouldn't even bother with it for a muscular man or woman as it's clear they are in good health.
