From Q drop I found: https://archive.vn/20200326234515/https://www.nytimes.com/1863/09/16/archives/presidents-proclamation-the-habeas-corpus-suspended-throughout-the.html
"The Constitution of the United States has ordained that "The privilege of the writ of habeas corpus shall not be suspended, unless, when in cases of rebellion or invasion, the public safety may require it;"
Does this mean it is allowed under the Constitution in certain situations?

Yes, and as Q has pointed out, those journalists who "Knowingly" engage in acts of subversion or have knowledge of such acts and fail to inform the proper officials are guilty of "Misprison of Treason" and represent a "Clear and Present Danger" to the Republic.

Q pointed to the time Lincoln suspended habeas corpus in the Civil War, but it was suspended ONLY for certain individuals... some journalists who were publishing anti-Union pro-cession papers, and even a Congress critter. I highly expect that if that were to happen today, it would be along similar lines. How many journalists are guilty of Misprison of Treason? I suspect the number is substantial. How many members of Congress are guilty of outright treason? Again, substantial number. How many ex-presidents are guilty of treason? Hmmm, at least two.
No need to fear this, it may have to be done.

It's simple .... Barr is asking for 'the court judges' to be able to suspend Habeas Corpus meaning, if the justice system starts to fail, lack of police, lack of judges, lack of facility's (think WuHan Virus) then judges normally guided by strict procedures can relax them until such time things can again function smoothly as expected.

It means cabal members can be detained and held without bond while we wait for the all clear and Durhams GJ to resume. Many probably already indicted but sealed. They can be held and their sealed indictments stay sealed until the others are completed then unseal them closer together time wise.
