This must be done because we are using DNA markers "the virus" to figure out who took the poison pill. We intercepted the shipments of Adrenochrome and inserted the virus. This way we have "Proof" but we might need to hold them until we build a case against them. This gives us the time we need.

The reason why would be because the military is being spooled up for something. Habeas Corpus gets sidelined when Martial Law gets initiated. This business with COVID, the individual States' response with "shelter in place orders," POTUS activating Reserve Military, his recent comments on gun stores being essential business, etc are all a sort of "soft" Martial Law.
Martial Law denotes a take over by the Ex2cutive Branch and DOD of ALL things essential. The public right now is NOT ready for that type of order. Everything being done right now is a slow walk, of sorts, to get the public's minds in the right place to accept a Martial Law order. It's coming, I believe, just not as quickly as most if us here would like.

It means cabal members can be detained and held without bond while we wait for the all clear and Durhams GJ to resume. Many probably already indicted but sealed. They can be held and their sealed indictments stay sealed until the others are completed then unseal them closer together time wise.

It's simple .... Barr is asking for 'the court judges' to be able to suspend Habeas Corpus meaning, if the justice system starts to fail, lack of police, lack of judges, lack of facility's (think WuHan Virus) then judges normally guided by strict procedures can relax them until such time things can again function smoothly as expected.

From Q drop I found: https://archive.vn/20200326234515/https://www.nytimes.com/1863/09/16/archives/presidents-proclamation-the-habeas-corpus-suspended-throughout-the.html
"The Constitution of the United States has ordained that "The privilege of the writ of habeas corpus shall not be suspended, unless, when in cases of rebellion or invasion, the public safety may require it;"
Does this mean it is allowed under the Constitution in certain situations?

Yes, and as Q has pointed out, those journalists who "Knowingly" engage in acts of subversion or have knowledge of such acts and fail to inform the proper officials are guilty of "Misprison of Treason" and represent a "Clear and Present Danger" to the Republic.

Barr is just another deep state swamp creature. Trump was stuck in the position of having to fill positions within his administration with people who had experience. Most of those with the requisite experience were inhabitants of the swamp.
