They hide their stocks in "trusts" which just happen to trade as if guided by insider info.

Trusts are about as independent of the politicians as are super-pacs.

What about applying to them the same trading rules that other ‘insiders’ must follow? i.e., when you are an officer or key employee — considered an ‘insider’ — in a publicly traded company, there are rules you must follow (trading windows, etc.);
