Two different things, and not directly comparable to each other. A VPN allows you to "connect" two internal networks using what is called a "tunneling service", with this tunneling service you can access resources on a remote network as if you were in the same building. Which is why it's called Virtual Private Network.

TOR is more similar to HTTP (which is the protocol that all web sites use (hence the http://)), even though the mechanics are different (decentralized being one).

Well, technically, yes, but it would be a TOR network inside a VPN which is... cumbersome.

VPN does not anonymize you in the same way TOR does, but TOR doesn't provide the "secrecy" that VPN does.

I'll give an example :

VPN is like creating a hidden city with doors that can only be opened with a secret passphrase (usually a username and password, and an IP address to connect to)

TOR is like spreading buildings randomly around in the desert and giving you a carrier (which provides full discretion) you need to know by name in order to reach your destination.

They don't do the same thing, and if you have some sort of secret stash that you only want to share with a select few; VPN might be your choice. However, if you have some sort of secret society that has a secret handshake but no other requierment (friends can be invited), TOR is the way to go.

It's hard to actually describe in layman's terms, because there is so much separating them - being wildly different technologies with completely separate goals in mind.

As I said, VPN is a method of making you part of a remote network (typically, the use-case is connecting to your work network, which enables you to work with servers as if they were located in your home), while TOR is more of a method of making anonymous websites. Two very different things. Both of which can create secret areas, but what's best depends on the intention.

Yes, they can be used together. In fact, it is often recommended to deep-web explorers that they do. Some even recommend using multiple VPN's in sequence to help further ananymize your traffic.

Doing this requires a router that supports full network VPN, then you would configure the OS of the client you're using to access the deep web to send a request through the VPN that the router is configured to use to connect to a second VPN at a different location. Then you would connect to the TOR network.
