As I laboriously explained to the speculators in another post here on Voat, one of the ankles has the nylon safety strap which secures the board incase he falls off. The other anchor is likely either a GPS device, a court ordered-tracker, or a special signalling device to tell nearby queers that is pussy is ready for them.
