I truly believe that J Edgar Hoover was a rockstar at the beginning of his career and later became compromised. Here is why:
I have been thoroughly researching Communist roots within the United States and Europe. Believe it or not, there is a ton of literature from the turn of the 20th century, that talks about how the United States was being infiltrated by communist organizations.
For those of you that are unfamiliar, the United States has gone through two "red scares." The first red scare happened somewhere around the 1917-1924 time frame. During this period, Russia was going through the infamous Russian Revolution, in which the Red Army was slaughtering the Orthodox Christian Russians. They assassinated the Tsar of Russia and were transforming the nation into a Communist Bolshevik State. The revolution was intended to take place worldwide. Communist agents had infiltrated all of Europe as well as migrated to the United States.
The goal of these people was to cause outrage within the working-class citizens of the host countries. They did this by creating workers unions and spreading propaganda that would psychologically eat away at the workers, making them think that they were unfairly treated. Before long, and with orders from Moscow, anarchist groups (Antifa and others) popped up throughout America. Today, with our "surveillance state," we keep Antifa at bay, However, back then we didn't have the technology to identify threats before they were going to occur. The anarchists of the first red scare began making explosives and mailing them to prominent members of congress. They were setting fires and sabotaging construction/factory equipment. As you might imagine, The American public was outraged and somewhat scared or concerned with the sudden communist uprising.
One day, an anarchist delivered an explosive package to the Attorney General, Alexander Mitchell Palmer, and that was the straw that broke the camels back. The president of the time, Woodrow Wilson, had had enough and appointed Palmer and 24-year-old J Edgar Hoover to deal with these radical leftist communists. At this time, the FBI had not been formed yet. The precursor was the Bureau of Investigation, est. 1908, I believe. Anyway, Palmer and Hoover put together a task force to handle the problem. The following actions would become to be known as the Palmer Raids. Depending on the source you find, you will learn that this task force rounded up between 3,000 and 10,000 disruptive union workers. The workers were arrested and interviewed (without warrants).
The raids took place in two operations. The second of which captured the majority of the people. The newly established ACLU was losing their minds due to the warrantless arrests. However, I genuinely believe the ACLU was created by Communists to protect Communists (see here, p. 117). In my mind, This entire event was a National Emergency, and the actions taken were needed to be made. The effects of Palmer and Hoover could very well have saved America from having the same fate as Russia. If you were to learn about the Palmer raids in college, you would be taught that Palmer was a POS and that he over-reacted and that the American citizens were just hysterical about nothing. However, if you study the situation on your own, you will learn that within the raided warehouses, the feds found dummy walls, behind which were bomb factories.
The Actions by the Anarchists of 1917-1924 time frame was very similar to that of the Weatherman in the 1960s and 1970s. I believe we are experiencing a third red scare right now. However, The very legislation we all complain about (The USA PATRIOT Act, FISA Act, etc.) is keeping the Communist sleepers at bay. You may suggest that they (antifa) could stop using tech (cell phones, email, etc.), but I also think we have moles within their organizations. Our federal agencies have had some very shady past behaviors, but that is all we hear about. We never hear about the great things they have done, like the event mentioned above. I can't stress enough that had Palmer and Hoover not put together that task force, we may very well be living in a different country right now.
Last thing: The result of those raids was the collection of valuable intelligence on the communist organizations that operated within the United States. Also, 249 people were put on a boat and deported to the Soviet Union. The Boat was nicknamed the Soviet Ark.

The KEY to Fixing the FBI and C_A, And All Federal Agencies, is an End to Private (Jew) Ivy League Schools output products (Narcissistic Rich Kids (((and ~30% Jews))) ) being automatically considered SUPERIOR to State Universities. Bring Back Testing. Testing was removed in the early 1970s.
And limit the number of each elitist school who represents the SES! Make SES access more reasonable for working "Class." Currently, when one moves from General Civil Service to SES, they lose all employee protections. E.g., if (((they))) don't like your attitude, politics, etc., it is EASY to fire you. SES is ONLY for Rich Kids with a serious Fallback - (((Daddy))) will find you another job.

It'd be a really painful transition to just shut these agencies down. Yes, they clearly have corruption running through them both. But they also have SOME useful purpose in protecting the nation. We have CIA and FBI agents, sources and information that are vital to national security. The good stuff would need to be seamlessly transitioned to another agency like the NSA without interruption or we'd be at square one with lots of important ops. The transition, though, would threaten to take bad people into the NSA. It's better to go op by op, person by person, and figure out how to not throw out the baby with the bathwater. I have a feeling that's what the NSA is doing now.
Finally, I have to believe the NSA also has its bad apples. We just need to go through all the secret agencies - frankly all the Deep State - and purge those who think they can affect our politics unilaterally.

I think you create a new agency. Then you extreme vet, starting wtih the low levels. When you've populated the new agency, you mothball the FBI and CIA, giving 6 months severence to the others and blackballing them from ever working in any agency of the US government for at least 33 yrs.
For extreme vetting, you use live-fMRI scanner as polygraph and to have them swear under oath to be loyal ONLY to the constitution and the people of the united states; and then you promise to SERVE the people of the united states and never yourself or your own family, tribe, organization, civic concern or ideology.
This way, any would-be mafiosos don't get in. No communists or subverts get in. Only service-oriented constitutionalists who preserve and defend people's rights, not those that undermine those rights, are allowed entry
People who say this is unreliable (this technology) have not evaluated it. No it's not perfect, but it's WAY MORE RELIABLE than the polygraph. The CIA (and probably FBI) are trained LIARS. They can easily beat the polygraph. They CANNOT beat the fMRI, but teh failure of the fMRI system is in the interpretation. The science is physics and can't be 'beat', just like you can't hide your electromagnetic field or your heat signature.
Also, fMRI is able--they say--to detect psychopaths by differentiating between non psychopath brainpatterns and psychopath brain patterns. Again, because this is a spectrum (normal to sociopath to psychopoath with differentiated levels of empathy and deviant ideation), it's not 100% and is open to interpretation. Therefore I would suggest a panel of 5-20 neurologists, who have double blind evaluations of a prospective applicant. So in their own little rooms, they give their input, and then they meet in a kind of quorum of 5, depending on who is there, to read teh evaluations in a separate session, together, kind of like a jury. They are able to give very detailed and specific evaluations, such as looking at 'layers' and circling parts of the brain and saying "I'd like to know more about this feature / pattern here in the prefrontal cortex....notice when we say something about privacy laws this lights up here....that might suggest either high authoritariansm or fascistic ideation...we should probably retest this applicant with a set of more specific questions around this topic, to see if they have any notions of undermining citizen's privacy for a 'so called 'higher calling'" for example
