Amazing for a Chinese company to buy IBM thinkpad and fuck it up so badly. Same thing as OP, small plastic power button, not recessed but protruding from the side.

Go into your power settings, find the option about changing what the power button does. Make sure it's set to only power down the machine, not put it to sleep.

I just triple-checked, there's nothing in the BIOS setup (or whatever it's called these days) to control that.

I'm not crazy, the behavior of the power button really is that unpredictable and frustrating...

Not the BIOS, but the power settings in the Win10 control panel. Go to your search box, type "power settings" then from the pane on the right choose "additional power settings" from the "related settings" subheading. This will open the advanced power menu. From there, select the option to choose what the power button does. This will allow you to disable sleep. Hopefully.

Where the fuck is it?

Let's say your laptop froze due to a software issue (like sometimes keyboard stops working after suspend in Linux). You press the power button - nothing happens. You hold it X second - nothing happens. You hold it X+1 seconds - screen goes blank.

Isn’t there a standardized length of time to enforce a hard shut down? 10 seconds, right?

You hold it Y seconds - the screen turns on, it didn't reset.

Oh right, you guys have your power buttons ALSO sleep the computer. That’s nuts.

I dunno; Apple wasn’t the first to do a chiclet, just the first to do it extremely well. And then royally fuck it up. Fuck it up so hard, in fact, that they backpedalled completely and are still going to face a class action lawsuit over it. Steve’s dead, so Apple is too.

But yeah, every phone and laptop for the last 10 years have basically been Apple design ripoffs.

That's the smaller fraction of the problem. It also doesn't turn on until you hold the power button a random number of seconds, and there's no indication on the screen if it's on, off, turning on, or still turning off...
