No, it does not. 10th Amendment. We have a dual system. Any federal law is only applicable (a) throughout the states if the subject matter is enumerated in the Constitution, or (b) the location is on federal territory (if within a state, then the legislature of that state must have lawfully ceded the land to the federal government).

No such thing as conflict of law in this area. It is EITHER federal OR state. Never both. The fact that lawyers never argue this is only evidence of most lawyers' incompetence. We need to end the corruption of our Constitution and system of laws, courts, and governments. It starts with the People understanding our system.

With regard to your legal concept of people within the states issuing drivers licenses and thereby violating federal law about transporting illegal aliens, it is certainly a creative idea. But the fact that someone MIGHT do something (like use a driver's license for the purpose of driving) does NOT mean they WILL or DO.

Just bypass all that bullshit and require proof of citizenship or legal residence for anything that involves federal funding, which is most things these days (unfortunately).
