Let's say an elephant walks into the room ...
Sen. Graham says, "Hey look! There's an elephant."
Horowitz responds, "It didn't specifically tell us it is an elephant, so we can't say for sure that it is."
IG has to assume everything he is being told by crooked people is true, unless he has proof otherwise. Since the people who clearly showed bias against Trump were not the ones who had the OFFICIAL DUTY to "open the investigation," and since there are no texts or emails that say, "Hey! I'm biased against Trump, so I am opening an investigation" Horowitz will not say it was opened due to bias.
None of that has anything to do with criminal investigations by Durham and other US attorneys.
All this really does is give us an inside look at how the establishment sets up rules to make sure that there is never anybody held accountable.
Ever complain to the police department about police misconduct? Weird how they never find any wrongdoing, huh? Weird how FISA court almost never turns down a request (which shows how little the FBI had on Trump since they initially were turned down). The system is set up to hide corruption. That is what Horowitz is demonstrating.
Again, that has nothing to do with the criminal grand jury that Durham is working with.

Have a good look at the last conclusive chapter, this says quite categorically that the FBI did help to organise a coup against the president, this is couched in legal jargon but makes no mistakes about what they mean. Its a gift to Durham and us all.

Lol. Horowitz is deep state. Why is there 2 investigations? Horowitz and Durham? Because Horowitz is set up. When Durham releases his investigation, not only will it expose FISA abuse, it will justify draining the swamp at the DOJ without accusations of obstruction.
