Twelve police cruisers on their way.

Dude looked "fit" like a cop should be. Was wearing a pro-LE type t-shirt. Had a holster/spares only, and otherwise plain clothes. I remain unsure whether he was a neighbor, in the neighborhood, or off-duty and listened to a partial or duress key on his receiver and remembered the address she went to.

The second cop to come in was an admin guy, not a line officer. So he does't carry around 40 lbs of shit on his belt because he shouldn't need to.
At least he just kicked the guy and put him on the floor, and took some sort of control of the situation.

This deputy is just like all the incompetent moms on the playground who yell at their kid to "stop (throwing sand / running away / hitting)!" and then just yell again when they do it again.
The suspect realizes he has control of the situation and she's just making empty threats. "Come here or else I'll just stand here and ask you again in a moment."
Either he's under arrest, and you arrest him then and there, or he's not, in which case you back the fuck off. Law enforcement have no mandate to ensure that every suspect approves of their motivations and behavior during an arrest, but she just can't move mentally out of the emotional level of the engagement.
