They're experiencing the result of what happens when government decides who's allowed to start a business.
In California I'm not aware of any racial-based complaints, but people are pissed over a similar occurrence. Some larger, well-connected dispensaries tend to get preferential treatment ("experience", "proven track record") with cities that are later adopters, while the "little guys" who actually live in the area are denied a permit because there weren't enough to go around. Socialism 101 for potheads I guess.
