At my school only a few percent of kids were actual "bullies". We had one but he got kicked out. He was a loser who liked picking on other kids to make himself feel tough.
On the other hand, there was one kid whom everybody in the whole year picked on. But we didn't consider ourselves bullies, merely having fun.

Aside from this being ancedotal you prove his point. You are basically saying only the loser who picks on people is a bully. The people with friends, who are happy, and pick on people (like you and "everybody") aren't bullies.
