That was a reflection from a camera flash causing a video compression glitch which made the flash to appear last for a second or so instead of a millisecond. Video compression works by noting that from frame to frame, the changes are small. In may compression schemes, the image is divided into a grid of small squares. When a big change happens in one of the squares, this one over her eye, the algorithm shows the change, but takes a while to update back to the non-flashed eyeball image.

Not the anon you are replying to, but I would say the eye is reflective. This is not even mildly convincing to me. I doubt reptilians, but kinda hope they are real. It's worse to think humans are the most evil thing on the planet.
