Because these are important points for militaristic action that deserve to be maintained. Natural disasters like these are unavoidable. In California, their policy makes them subject to more intense consequences of natural disasters. Disasters, that which, are unavoidable, yet still greatly exacerbated via their own hand.
If the East coast outlawed sandbagging in the flood plane, then they shouldn't receive monetary aid for their stupidity either.

The state would do well to look to San Diego though they too have their issues. But this shit was baked way back in the 60's. It just fomented when the utopian bubble burst and they started to reap what they sowed.

Yep. California only receives about $0.84 in federal spending for every $1.00 its citizens are federally taxed. Moreover, as one of the most populous states, it contributes more to the federal budget than most other states.
