Underwriter Laboratories has an artificial lightning generator that they use for testing and certifying equipment. Many power companies also have them for testing equipment and designs of grid infrastructure. A quick search tells me that there are numerous other commercial/industrial testing services that use such generators as well. I suppose your question has nothing to do with these practical uses, so what is it you are really wanting here?

Sorry...I didn't realize the other applications existed. I should have been more clear. I am wanting to know what device is used to create lightning in the atmosphere. Weather manipulation/cloud seeding is well known...but I guess I was surprised to learn that lightning is being generated. Oh. Well I'm not going to cover any of that because it's not been proven that any of it is real. Lightning is an incredible amount of energy. Our best artificial lightning generators cannot remotely come close to the energy levels required to simulate real lightning. Because of that, lightning in the sky is completely natural phenomenon. There would be absolutely no way to have a machine fixed on the Earth that could create bolt in the sky across a large area that would not be 100% obvious it came from the ground. It would also be impossible to generate the energies needed and not see an effect on the local power grid. The machine would be immense and not at all mobile so the whole idea is ludicrous. What would be the purpose of such a feat? Why would anyone waste that much energy for absolutely no payoff? Why do you believe in such things anyway? It's science not fiction. The laws of Physics aren't going to bend just because someone wants to attach the Deep State to it. And besides, lightning has been around forever so it's not an artificial phenomenon made and controlled by man. The video proves nothing except for one man's ignorance of physics. What next? Are solar flares also made by the Deep State? The amount of energy in those things is off the charts! Where would we get the energy without anyone noticing? Crazy horseshit to think this is something man-made.

It's technically not lightning, but there are areas that will use the arc flashes made with millions of volts to simulate the effects of lightning. Some interesting things happen with high voltage low current high frequency applications.

there are 2 kinds of lightning, normal lightning bolts, and ball lightning.

it works like a projector. instead of projecting a 2d picture made of 2dimensional pixels, it projects a picture into 3d space made of 3dimensional voxels. a 3dimensional hologram consisting of plasma can be projected into the air. each voxel is a small ball lightning. this is done by crossing 2 plasma projectors beams and firing simultaneously, where the beams hit, for a fraction of a second, a visible ball lightning occurs, producing a cracking sound, the projectors fire repeatedly, to keep the hologram visible for more than a second. 3d animations can be generated, maybe even an animation of a fake lightning bolt. but a real lightning bolt always discharges between 2 distant points, while the projector only creates localized explosions of plasma but can do so at high frequency. maybe it could be used to excite an already charged athmosphere, like a tipping point to extract a natural lightning bolt from the athmosphere.

Ok...that is very interesting. Are you saying that the "projector" could be man-made? What you describe seems to fit. Holograms have come a long way...have seen a gymnasium full of people respond as if what they were seeing was real.

The still I captured definitely shows something unnatural....and can be found twice in the video. I shared it in a reply to someone but I should have posted it in the body of the message. I will go do that now.

the projectors exist but only small scale. definitely can be scaled up, but it would become harder to aim the projector. because of refractions, accuracy would be real bad, but im not saying that its not possible to find a compromise and make it work in some way. a single radio telescope aiming at the right spot up in the atmosphere will significantly affect the electric charges too, by just charging up the air and floating particles. if it is strong enough.
