In many "progressive" cities (dunno if this is everywhere), there are "BMR" policies that require housing owners to set aside a certain percentage of their properties to cater to "low-income individuals."

So in a place like San Fagshithole for instance, if you were to build a 100-unit building and SF's percentage is 10% or whatever, the moment you start renting, ten of your units have to be "below market rate," which is arbitrary I think. It's just another way of importing niggers into nice areas and getting the other tenants to subsidize their gibbs with higher rent rates.
