most likely nginx is being used as a reverse proxy or load balancer since they obviously have several servers in a data center. my guess is that they've been testing the new site on a local network only, and when the time is right, they can just kill one nginx process and start up another, and it'll go live to the public.

Agreed, that is one very possible scenario.
Or just change the site to NOT 403 and just let the requests process as per usual.
Either way, it looks like we’re at a potential “light switch” moment. Traffic is certainly making it to their gear now, so only thing keeping 8k down is 8k.
