I’m not a Constitutional expert in part because I’m a Canuck. But if Congress passes a resolution in the House to declare war on another sovereign nation, it goes to the Senate. If the Senate passes (60 votes needed?) then the resolution ends up on POTUS’ desk.
It is at that point he can decide to sign it or veto. If he vetos then the resolution is dead correct?

Why put an official vote for war on your record and have to stand on that record in the future? Much easier to have executive war actions which profit your defense contractor stocks drag out for decades, and you can retire after a squeeky clean congressional career, cash in your stock, and give some million dollar speeches to collect your laundered bribery money.

Believe it or not the "war on terror" is an official war sanctioned by Congress. If I'm not mistaken this is why Lindsay Graham was asking Kavanaugh about Military tribunals for certain crimes since we are technically in a time of war right now.
