I’m not a Constitutional expert in part because I’m a Canuck. But if Congress passes a resolution in the House to declare war on another sovereign nation, it goes to the Senate. If the Senate passes (60 votes needed?) then the resolution ends up on POTUS’ desk.
It is at that point he can decide to sign it or veto. If he vetos then the resolution is dead correct?
Each time Congress passed it, it was the President that presented it. I wonder what it looks like when the President isn't the one presenting it for Congress to approve. What does it look like when The People's representatives vote on a measure like this and the President decides to ignore any action. Cause you know, he's the person that has to execute the will of The People, through Congress.
