Looks like they ran out of funds and that was a planned destruction. Like restaurants that happen to catch fire when they are not doing so well, to collect insurance money, to balance out losses. Keep an ear out to see if more insurance was gotten prior to this 'collapse'.

New Orleans’ Property Will Also Offer Residences For Sale –
Orlando, Fla. – February 27th, 2018 – With a presence in more than 75 countries across the globe, Hard Rock International is expanding its hotel portfolio into the historic French Quarter and New Orleans Theater District with plans to open Hard Rock Hotel New Orleans and the Residences at the Hard Rock Hotel New Orleans. Working in collaboration with local developer, Kailas Companies, Hard Rock will amplify The Big Easy with the addition of an 18-story building scheduled to open in the spring of 2019.
As you see in the videos, the interior looked awfully weather beaten, so my assumption, as they should have been up and running this past spring, leads me to believe funds were no longer given to this project, so insurance was larger to scrap it.

Buildings are not made with steel anymore. Believe me they are putting them up here by the hundreds and they are all being built the same way as in New Orleans - concrete and rebar. And bonus we live in an earthquake zone.
