No the holes in the tower are on the downwind side which creates a low pressure zone. The wind is pulling air out of the tower. If wind reverses so does the air flow direction. Cool air would come out of the ground hole instead of into the home. They must have had a way to close the vents on the tower or to close the ground holes if the wind changed.

It actually doesn't matter what direction the holes are as long as they aren't directly catching wind, the chimney effect will keep the air flowing

The opening is placed facing the same direction as the wind typically travels (apparently some wind towers can change which side is opened too), this sucks air out the top, which in turn sucks air through the hole in the ground.
