My older bro and sister have those nearly exact physical similarities, but neither have fetal alcohol syndrome as our parents were never big drinkers - and they stopped when they were trying for kids.
A cousin by marriage, on the other hand, has been diagnosed with fetal alcohol syndrome, and he looks like a throwback to cavemen. I'm talking thick, protroduing brow, big thick nose, etc.
I do know, though, that my bro and sister are more suspetible to the media sensationalism and accept what is told to them by corporations as gospel. So there is potential link but I don't think it's fetal alcohol syndrome as such.

I believe fetal alcohol syndrome the most common form of intellectual disability. Almost sad that she’s getting taken advantage of.
