My older bro and sister have those nearly exact physical similarities, but neither have fetal alcohol syndrome as our parents were never big drinkers - and they stopped when they were trying for kids.
A cousin by marriage, on the other hand, has been diagnosed with fetal alcohol syndrome, and he looks like a throwback to cavemen. I'm talking thick, protroduing brow, big thick nose, etc.
I do know, though, that my bro and sister are more suspetible to the media sensationalism and accept what is told to them by corporations as gospel. So there is potential link but I don't think it's fetal alcohol syndrome as such.

She didn't ask to be pumped full of booze as a fetus. I have nothing but pity for people like this, until they become adults and start repeating their abuse on the next generation. That's when my sympathy and pity dries up real fast.

She is 16. But she looks like she's 12. At the least, she has developmental delays of some sort.

Fun fact: No one knows what Genghis Khan looked like. Mongols didn't write down history and his grave was never found. There are accounts describing him as red hair with green cat-like eyes. Steppe people where are a mix of all their neighbors so it's definitely possible.

Khan was a mongol and this is widely known.
