The crime did not occur in Israel. And you think that kind of thing doesn't happen in America? Scam artists are scam artists, and often abusers. His crimes fell outside of Israel, therefore they can not prosecute him or extradite him as he had already applied prior to being charged. Research more, but don't blame a country or a people because they follow their laws, especially when this kind of thing happens in all countries. The victim participated in the scam and is mad because she didn't get full payment.
