The concept is nice but it's not working so well for Canada.
There would need to be some incentive for a lonely 80 year old woman to not call an ambulance because she sneezed.
However, there's absolutely NO EXCUSE why we cannot have an EXTREMELY AFFORDABLE healthcare system.
Part lies in the aftermath of ObamaCare and healthcare prices allowing only the big insurance companies to swallow up all competition.
I should be able to go to Bones R Us and see a $600 price for broken arm repair. More like tens of thousands of dollars. Not a true free market system.
At this point we understand there is a code but we don’t have the key. It follows all “decodes” are useless. The key can be changed between the communicating parties without we to know it. So all “decodes” are useless.
