She might do it if she was a globalist who wants Britain to remain in the EU. Very risky having the Queen go against the clear mandate of the people. She might also have done it because Boris may have asked her to, or more correctly, may not have asked her not to. It is unusual for the Queen to withhold her signature, although I did think she might do so here. The Royal prerogative is a very real thing, and this bill walks all over it.
Perhaps Boris thinks it will not matter, because there is very little likelihood of his getting a Brexit deal that the parliament would approve before the deadline anyways. He knows that. He wants to prevent the parliament from pushing the Brexit deadline to January. He wants to have an election so he can win a majority government, and he wants a no deal Brexit so Nigel Farage does not run in that same election and ruin his majority.
The truth is we have no way of knowing for certain unless someone reveals more about it.
I cannot fathom the current Boris strategy, or if he even still has one here. He may yet have aces up his sleeve to play, or perhaps he himself is looking to buy time to make a new deal with some of the opposition parties and restore his majority with a new coalition. If he can get that then none of this even matters. He has managed to make it to the prorogue period and his government is still the ruling party. If he can come out of the prorogue period with a new coalition, then he can slam through the no deal brexit, call his election, get reelected with a huge Tory majority, and rule free and clear for the next five years, having crushed his enemies and listening to the lamentations of their women.
Someone who worked with Boris in the past said today that Boris has always wanted to be the Prime Minister. He is unlikely to give up now with a possible proper formal mandate from the people within his grasp. He is also trained in the Churchill school, and will never give up no matter the odds. Never never never never never.
