If the tariffs are set at the exact correct level for rebrandable resourceable items, such as 30%, then the cost from ARBITRAGE and reboxing and relabling under shell companies in Vietnam, Thailand, Korea, Singapore becomes onerous and DOES smack down chinese a bit.
If tarrifs are too high, the arbitrage through another country of origin reduces overhead back to 25%, less for raw commodities in open holds of ships.
China started this whole thing when Trump went after relabeled chinese steel from CANADA and MEXICO and put high tarrifs on the chinese steel and aluminum pouring in from canada and mexico.
NOTE : high tech IP, (computer chips) can and do sometimes have tariffs as high as 300% (three hundred) such as 6 japanese RAM companies in the 1980s. The result was creating of KOREAN RAM companies. Then US had tariffs only on CERTAIN korean companies. but you can do that with high tech labeled branded IP such as chips, cars, tvs, printers, etc.
