Retired fed employee here. Even joined the union and was an officer at our local. In hindsight, it was usually the low performers who joined the union and used it to stick it to management. Management had almost no ability to fire employees, and many of them were low performers too. So the union was just a process to spar with each other. Sometimes a legitimate claim was made and handled, but it was the exception, not the rule.
Unions are like welfare babies, not willing to stand on their own, not willing to throw out the bad and advance the good. Once again, its survival of the fittest stood on its head.
