I'd argue the trafficking arm makes them simply bootleggers of all and sundry, who kill the competition through war when necessary.

Just a Bronfman business model!

Too late. To make billions by selling weapons you need diplomats, control over the state department, and politicians who make the deals legal. Think about the logistics needed to arm terrorists in Libya before sending them to Syria. Hundreds of such deals since the fifties needed financing and left paper trails. The only way to cover it all up (remember Bengazi, or Fast & Furious) was to participate politicians in the deals, giving them provisions as salesmen and for paving the way (think Clinton foundation). The Awan brothers were not only in Congress as connection to the Pak ISI and the Pakistan ordnance factories, but also to secure the communication with maintaining the Blackberrys. Blackmailing (Epstein, Avenatti, Russian girls) makes sure that all involved keep quiet (politicians who want to get rich can choose if they want to get filmed with a boy or a girl).
