In the British peerage system, to be "created" by the Crown is to be made nobility. Since the declaration was meant for the British government in the 18th century, this reading would be readily evident to them. So, all men being "created equal" likely referred to the fact that the colonies didn't have a rigid aristocratic class like Britain did, had functioned quite well without one, and everyone was equally subject to the law. It was a shot against differentiated classes, where some people could get away with anything they wanted simply for the perpetrator being "better" than the victim.

Not sure of the source offhand but I remember reading convincingly that it meant Americans were equal to Britons.
