Edit to say they would cover the face unless doing active CPR on transport too.

I don't know about NY, but here if OSD (obvious signs of death) which are clearly defined are present we don't start resuscitation. As soon as that is determined, EMS is released and it becomes the responsibility of the Medical Examiner. We never transport the body. We're long gone before the ME field agent shows up.

Cardiac arrest just means heart stops breathing. Doesn't mean active heart attack. If they had no idea how long he had been down, starting CPR is not unreasonable.

That's really way too simplified. At least here (not NY) we have a defined checklist to determine whether to initiate resuscitation. If that is determined we never transport and it becomes the responsibility of the ME from that point on.

First Responders (if they are just certified EMT's) can't declare someone dead.
Most have protocols that require them to provide basic live support services even if there is a remote chance that person can be revived. Only the doctors can declare someone D.O.A. and end support efforts.
