First Responders (if they are just certified EMT's) can't declare someone dead.

Most have protocols that require them to provide basic live support services even if there is a remote chance that person can be revived. Only the doctors can declare someone D.O.A. and end support efforts.

That's generally true, but under certain circumstances, such as a beheading or advanced decomposition, not only an EMT, but also a licensed mortician is allowed to pronounce. Just saying.

Relax, he is in Cuba and has been since day one. He is now Informant #1. Key to giving him a deal is to making sure he is dead. Otherwise it is too complex.

14 years of corrections experience here. If I find someone who I suspect or being dead, I perform CPR until paramedics arrive since I do not have the medical expertise to declare him dead. The medical staff might have someone capable of pronouncing him dead, but not likely on the weekend during off hours. Paramedics can arrive, call an ER doctor, describe the condition, then they can pronounce him dead.

I've seen this process many times.

Have some medical background, given the circumstances of his demise suicide apparently by hanging resulting in cardiac arrest no one in the prison had the legal authority to declare him dead. Unless it's beyond reasonable doubt i.e. his head was severd from his torso or visible sogns of death such as rigor mortis or decomposition. They legally had to treat him as alive - intubate and cpr only the doctors in the hospital have the authority to declare his death. They followed protocol, it can be very difficult to be certain a person is dead so you treat them as alive.
