That's a patent for a commercial product of something that has been used since the early to mid 90's.
Before that, things like this were used to drive off birds, bugs and various types of animals. , I'm 51, I remember these being used in Toronto, Vancouver and various other cities and the social justice types of the day trying to get them banned.

Agreed, I'm 45 and I can hear led lights, like when the tv is off or vcr, but they have a little red light. I hear a very high pitched annoying sound. That's why nothing electronic is allowed out of our living room and kitchen, no exceptions
