Really Philadelphia enables this shit all the time. At this point, Philly is rapidly becoming(or already is) a third world dump.
Bullet proof glass for merchants is banned. However, the police still get to enjoy a one inch ballistic glass plate on their cop cars, fitted and seamed with the fucking car windows. You can actually see them, simply because of hwo massive they are, and effecitvely not cheap either.
Soda tax introduced last year which effectively turned soda drinks from .25 cents at my old work place(they were being given away as a vendor deal) to 1.10 after the tax passed. All this did is essentially shift the federal money being given through EBT, welfare, SNAP to the local philly county. But hey, slap on a "for the kids" label, and anything passes. And this was after the original tax rate was reduced. Before this, the price of a soda would have gone from 1.00 to 2.50 (10 cents per ounce or something insane like that)
The Palmyra bridge is now the best pension plan offered by the county. Can't make ends meet? Simply double the toll fee on the bridge and call it a day. I mean at the end of the day, Mayor Nutter doesn't give a shit, so why should you? Of course, all these anti business policies ironically made fucking Audubon, NJ and Malvern better business environments. You know you fucked up when people see Moorestown, NJ as a better business environment than Philadelphia
The entire city has decided that Police should only be used for rapes and murders. However, there's so many of them, the police have a hard time keeping up with all the cases. This means all low profile and non priority crimes are in practice not prosecutable. Drink and drive? You're good to go! Shoplifting? Who cares, victimless crime! And the list keeps on going.
The only thing keeping this dump of a city alive, is that it's not Manhattan, and that Comcast enjoys such lavish tax breaks for staying there, that they did just that. If comcast ever leaves that city( not likely), than Philadelphia is gonna be way worst than now. I never thought i would see the day where fucking Comcast is the god damn hero.

That's a patent for a commercial product of something that has been used since the early to mid 90's.
Before that, things like this were used to drive off birds, bugs and various types of animals. , I'm 51, I remember these being used in Toronto, Vancouver and various other cities and the social justice types of the day trying to get them banned.

Agreed, I'm 45 and I can hear led lights, like when the tv is off or vcr, but they have a little red light. I hear a very high pitched annoying sound. That's why nothing electronic is allowed out of our living room and kitchen, no exceptions
