As someone who started my work career a tax accountant, referenced documents read more like the general work needed to be done when a charitable org is not spending in accordance with the requirements for these types of organizations (if the org turns out to be violating the rules - such as an organization that spends excessively on political activities and not enough on the charitable purpose for which it was given the exempt status
It's depressing with all the tax breaks and benefits enjoyed by super wealthy, that some organizations are being used as a shill to give a tax deduction for what is actually a nondeductible political contribution
