If a prosecutor drops the charges without prejudice and that's how the judge words it then doesn't that mean that refiling is still on the table? Just because refiling dismissed charges is usually done after additional evidence is discovered doesn't mean that that is legally required. In this case it could be argued that an attorney general investigation and subsequent oversight constituted proof that there were some systemic errors in the city solicitor's office and that refiling was part of the attorney general's oversight and error correction.

I am 100% sure that there is no "no takesies backsies" principle in American law. Well, there is one, but it's called "the judge dismissed the charges WITH prejudice."
