I did a reverse image search on the mugshot and a search for the name. I didn't get anything that looked particularly credible. This is looking pretty fake and gay, but considering how the media loves to sit on anything that doesn't fit the narrative, it's hard to say for sure.
I was searching our main news network and found nothing using the exact words. So yeah while I can't stand niggers, they do enough shit to not have to make things up.

Thank you for the ping. I found the article here, published on the site "LEO Affairs," where the critical information, headline, and formatting in the image and the article match up. This article from Miami New Times calls LEO Affairs "a rowdy online meeting spot for anyone in search of the inside scoop on local police," and has "message boards for more than 500 departments."
The article is attributed to "Mark Hayward, New Hampshire Union Leader." There's this profile named Mark Hayward on unionleader.com: it's posted many articles about Manchester which is the largest city in New Hampshire where the dropped charges from the OP are claimed. Here's another article from New Boston Post, dated earlier in July instead of October of 2017 like the OP, which supports some facts from the article on LEO Affairs. RT has more.
The RT article links to many supporting articles from unionleader.com. I don't have more time to research, though I suspect it's true. Shotinthedark likely didn't hear of it as it's from 2017.
