I played a deck stuffed with 8+ drop legendaries and giants and was disappointed to find my first opponent was running some tempe mage deck with no epics or legendaries.
This week sucks for people without cards more than most.

True. I've found that each week seems to favor certain groups and styles of players. It doesn't seem to be designed to be "fair" in any given week, but because it is very temporary for only five days, you just kind of do your best and have fun with it and if you don't like a certain week there's always next week.
They've seemed to alternate every week, odd number weeks it's a deck they construct, even numbered weeks it's a deck you construct with your own collection.
As someone who's been playing a bit longer, I've found I really enjoy the weeks where you build your own deck and really disliked the weeks where you play with a pre-made deck. But that's just me.

I really like the alternating weekly styles, I think it works best for everyone. I've amassed quite a collection and like you, I love being able to create the decks. But I also have friends who play very little and those other weeks are a great way to give them incentive to play.
I think it's awesome because we all get to enjoy it.
