You are thinking about this from the perspective of a person who is not an Übermensch.

The trappings of a central government are necessitated by the proliferation of irresponsible people within the population. Remove the bad actors and the remaining Übermensch will naturally form a small government.

That's not to say it will be a complete anarchy. There will always be need for organized cooperation in a social species and that will take form in a government in some fashion. It's just that government will be a much different animal with no irresponsible people in it.

So, instead of electing generic politicians, you'd be electing a board of doctors to make medical policy which would be based not on "special interest groups", like insurance companies, (which would probably be an extinct industry anyway) but based on the common needs dictated between the relationship between doctor and patient.

I'd burn it to the ground. such ubermench would not need government intervention in the provision for healthcare. If your technocrats are any good, then they should be able to earn their authority through the free-market without some statist tyranny like the ADA.

You are thinking about this from the perspective of someone who is not an Übermensch.

Let's say I am an Übermensch trash-man. I'm among the best at what I do. But, even the best Übermensch does not have the sum of all human knowledge in his head. So, despite being highly intelligent, I still don't know as much as the Übermensch doctor who has dedicated his life to medicine.

So, no matter what the scenario, I'm always going to want someone who knows better than I do to make some decisions for me because I don't have the knowledge and experience to make an informed decision myself. It's just a description of a practical problem. Even the future Übermensch are not perfect and rely on other specialists.

So, let's say, in 1000 years, there are still some problems we haven't solved. Maybe some rare form of cancer hasn't been cured yet.

As a Übermensch trash-man, I recognize the problem and that it needs to be solved, but it's beyond my ability to approach it. So, of course, I'm going to want to have a board of doctors to direct this initiative on my behalf and on the behalf of my descendants.

Now, here is where I think you get into the weeds. You are assuming that this is all centralized by one central government. No, that's not necessarily the case. Maybe instead of a tyrannical ADA, it's more like a non-profit with a board elected by members (who may just be Übermench trash-men and other "common" non-medical folk). Members decide which projects are worked on and we trust the board of directors (who we elected because they know more than us) to make it happen.

Maybe this problem is so important, it appeals to all Übermensch and thus, there is a board of directors supported by millions of members.

Maybe this problem is local. So, there is a local group with a board of directors supported by local members.

I mean, think about it. There's maybe a few million total Übermensch combined with a post-scarcity economy due to automation. I really have nothing better to do with my money except to choose which projects I fund. So taxes are essentially a voluntary thing.

As a responsible person, I'm going to recognize the value of roads and I'm going to volunteer to pay for the Übermensch road workers even if the road being built is across town, I'll pay for it because someone else payed for the road in front of my house.

Likewise, the Übermensch road worker, being a responsible person, is going to gladly pay me, the Übermensch trash-man for service.

And it's not like the Übermensch trash-men and the Übermensch road workers aren't going to want to organize with each other same as the doctors. We'll have our board of directors same as the doctors do. And in this case, we'll be in charge of making decisions and the doctors will be the members.

If you think about it, it's basically a Anarcho-Capitalistic Technocracy. The only difference is, the traditional Anarcho-Capitalists have no mechanism to weed out the bad actors and the Übermensch aren't OBSESSED with property.
