You are looking at this from the perspective of a person who isn't an Übermensch. Which, isn't wrong. Given the present situation, you are being rational. But, a race of ultra-responsible people would handle a technocracy much differently than we would because their needs will be drastically different than the needs of us barbaric "humans".

A technocracy and a free market aren't mutually exclusive. In fact, if run by philosopher kings, like Übermensch, they are complementary.

A technocracy is basically saying "Politicians don't make medical policy. Medical policy is defined by the relationship between doctors and patients." Which is basically how a free market is SUPPOSED to work.

A technocracy doesn't work now because we aren't Übermensch. Most people are inferior, and as a result, we waste a lot of energy, effort, and resources to attend to the needs of the inferior classes. This manifests itself in bad ways in that individuals are incentivized to game the system in ways which are detrimental just because they are afraid of losing what they have due to an instable system created by everyone else gaming the system.

A civilization of Übermensch would handle things much differently. Because the irresponsible people are extinct, there isn't an imperative to game the system.

The Übermensch doctor isn't a doctor because he wants to be rich. (Although he'll probably still be wealthier than the Übermensch trash-man). The Übermensch doctor will be a doctor because it interests him and challenges him. And the Übermench trash-man will be a trash-man because it is an honorable profession which is celebrated by everyone because of his necessity. And, maybe the Übermensch trash man just enjoys building and flying trash-drones. Maybe he likes the science of turning trash back into something useful. I'd like that job!

technocracy is most widely known as a state central planning the economy by a bunch of experts, and at best as a state with ultimate regulatory authority, again run by a bunch of experts.

You are thinking about this from the perspective of a person who is not an Übermensch.

The trappings of a central government are necessitated by the proliferation of irresponsible people within the population. Remove the bad actors and the remaining Übermensch will naturally form a small government.

That's not to say it will be a complete anarchy. There will always be need for organized cooperation in a social species and that will take form in a government in some fashion. It's just that government will be a much different animal with no irresponsible people in it.

So, instead of electing generic politicians, you'd be electing a board of doctors to make medical policy which would be based not on "special interest groups", like insurance companies, (which would probably be an extinct industry anyway) but based on the common needs dictated between the relationship between doctor and patient.
