Murder is not included with these numbers (from the BJS in this table, they're only including rape, sexual assault, robbery, aggravated and simple assault). See this post for the rest of the story. Note also that I'm not using rates here, as I did here (exact same numbers, but population is accounted for).
If you add in the murders, you get the 52% we're all familiar with (i.e. 13 = 50).
EDIT: I think to get the full 52%, you have to add in murders and non-violent crimes

Yesterday I posted this and was promptly accused of having to resort to using "crime rates" instead of raw numbers in order to make the data "fit my narrative." So I decided to make the OP without any mention of the fact that there are about 5 times as many whites in the U.S. than there are blacks.
You'll notice that whites are the majority of victims overall, and are the largest percent in each category in the distributions.
