If it's about economy and political pressure, civilians are way better and bridging cultural gaps than politicians or country leaders. We're much more persuasive on the ground. I think we can win hearts and minds a lot faster and easier that way. Just my humble opinion.

You are correct. It is not the job of legislators to do anything more than provide protective measures for the electorate. I call it the "Messiah" complex. Many people expect politicians to be ambassadors of good will and provision. Such provision stagnates self sufficiency.
