Based on the test I've seen, the part that is encrypted is that the URL has some string key, so, if you download your data and change the key, you could land in another persons data, presumably.

That URL doesn't tell you what happens /after/ it gets to the server. It could be encrypted at rest, and the server just decrypts it.
