When you're spending over 8 billion dollars will trumps spending power. Nasa wears a hundred shackles, strings attached to every dollar it spends. I won't be surprised if China beats the US to the moon this time around
The lack of purpose is directly attributable to the strings. Obama tells them to make nicey nice with the Muslims and look at earth. Bush 2 tells them to make SRS and do spy stuff. Trump tells them to go to the moon and stop looking at earth. No large, serious NASA program survives a presidential election. Nasa has had the budget to do a moon landing every year since the first one if we had stuck to that.
China is already doing it. They launch astronauts on they're own rockets to Chinese space stations. The US hasn't launched crews since 2011, and only have a gay "International Space Station" because building one on their own was too hard.

Space is hard. Japan can't do it. China can't do it. India can't do it. They don't have the "right stuff" (i.e., white Christian men).
