Philippe Villeneuve, the chief architect in charge of the cathedral’s renovation, explained that Notre-Dame is tricky to restore because in Gothic architecture “the elements all have dynamic structural roles.”
They wouldn't be doing the contracting. But they would be hiring them. It's a good lead, at least.
I've been to Notre Dame and it really leaves a mark after you see it. I didn't feel this way after 9/11, mainly because I never saw the towers. All of these things have far more impact when you go out and see them, which is why you should get out and see as much of Europe as you can, while you still can. It's only going to get worse.
Looks to be the architect. Just need to find the general contractor.

What did he mean by this? Or did the frogspeak not translate well?

To get such permission to renovate Notre Dame, the approval must definitely come from the ministry of culture.
