Yes, because total war was the best strategy for that situation. Random individual killings are not the best strategy for our situation, given the huge populations we're dealing with it's an ineffective way to cull a population. Not to mention it's needlessly cruel, and if the world turns against us it won't end well for us, regardless of how fair it is.

The point of such actions is to inflame tensions in society to create revolutionary circumstances, not to "cull populations". The manifesto makes that clear. Obviously mass deportations are the future goal, but even then it's not likely to be a peaceful process to move millions of people against their will to some shitty desert or jungle. "Humanitarians" will try to sabotage it at every stage because it makes them uncomfortable.
