The comedic angle has its uses for desensitizing people to acts of violence - but ultimately I think a good propaganda piece weaves together examples of hypocrisy and treachery from our politicians and media figures with examples of direct consequences of the corrupted worldview they espouse.
The trick is to leave the messaging implicit, and think about the EMOTIONS that are evoked by each stage of the video, with each scene building on the last. Also, well-placed references to popular culture (eg. DOOM, maybe TV shows like Punisher) can help people relate more.
Maybe look at what's being taught in media and film-making classes, also media marketing strategies. These seem like useful areas of study for our purposes. The ways music can evoke different emotions are pretty significant too.
If you want to effortpost and get other anons involved in the process, maybe do storyboards and upload them for feedback - but that's just an idea.

Trying to think of a good catchy title for it to be uploaded under - so it can be found. Maybe "Embrace Infamy"?
It's a nod to the manifesto, it's subtle, and it puts across the message pretty succinctly. Open to suggestions though.
