Have you seen an ENT? There are a few things that cause that: polyps, infections, deviated septum. You might need surgery, but in your case, it might really be worth it to get some relief. I had a very similar problem as you, and it turned out my problem was all of the above. Had those polyps reduced, my sinuses drained. It made life a lot better. I'm considering having the deviated septum fixed too because I'd like things to be perfect.

Go see another one then. Did he actually scan your sinuses, or just looked with scope? If he didn't see anything, you probably don't have polyps, but you might still have an infection.

Saline spray, use the generic stuff at CVS or Walgreens. Before bed, and right before you shower. When you shower you should start with cleaning your nasal passageways.

I have a nasal passage that does similar. Filters everything without fail. I end up shooting huge goobers when I spend a lot of time outdoors. Which is pretty much constantly.

pure saline sprays doesn't work either. I use a neti pot with salt water to clean my nose every now and then but the effect is next to none. It feels clear for some minutes then it's back to normal
